An opportunity exists for an experienced SKILLS DEVELOPMENT FACILITATOR (MERSETA / NSDMS) to join an established multi-site organisation based in Middelburg, Mpumalanga.
- The successful candidate will take responsibility for the group-wide coordination, administration and maintenance of skills development, training and related compliance activities across multiple operational sites.
- This is a hands-on role suited to an experienced SDF who understands the practical requirements of SETA administration, merSETA systems, Mandatory and Discretionary Grants, employee training, learnerships and workplace-based learning, while also being comfortable dealing with broader Employment Equity and B-BBEE-related requirements.
- The successful candidate will be expected to maintain and continuously update the organisation''s existing training programmes, records, systems and processes, ensuring that training information remains current, accurate and aligned with organisational requirements.
DUTIES & RESPONSIBILITIES:
Skills Development & SDF Responsibilities
- Act as the organisation''s officially appointed Skills Development Facilitator (SDF).
- Manage the organisation''s overall Skills Development and Training Administration function.
- Coordinate skills development activities across the entire group.
- Maintain accurate employee training, competency and development records.
- Identify training requirements and skills gaps in consultation with management and relevant departmental representatives.
- Maintain and update the organisation''s existing training programme and development plans as required.
- Ensure training plans and interventions remain current and aligned with operational requirements.
- Coordinate internal and external training interventions.
- Liaise with management, employees, training providers and relevant external stakeholders regarding training requirements.
merSETA / NSDMS Administration
- Administer the organisation''s Skills Development requirements through the relevant merSETA systems / NSDMS platform.
- Maintain accurate SDF, employer and training-related information on the applicable system.
- Prepare, coordinate and submit relevant SETA documentation within prescribed deadlines.
- Maintain knowledge of current merSETA requirements, processes, submission periods and funding opportunities.
- Liaise with merSETA where required regarding applications, submissions, claims, learner programmes and related matters.
Mandatory & Discretionary Grants
- Manage and administer Mandatory Grant requirements.
- Assist with / manage Discretionary Grant applications and related administration.
- Monitor grant requirements, deadlines, approvals and supporting documentation.
- Ensure that training activities and supporting records are accurately maintained for grant and compliance purposes.
- Monitor the status of grant applications and associated training interventions.
- Ensure that required supporting documentation is available and properly maintained.
WSP & ATR
- Assist with the preparation, maintenance and submission of the Workplace Skills Plan (WSP).
- Assist with the preparation and submission of the Annual Training Report (ATR).
- Maintain supporting records and evidence relating to WSP and ATR submissions.
- Ensure training information and employee data used for submissions is accurate and up to date.
- Coordinate with relevant internal stakeholders to obtain information required for annual submissions.
Learnerships, Apprenticeships & Workplace-Based Learning
- Coordinate and administer learnership programmes.
- Coordinate relevant apprenticeships, internships and workplace-based learning initiatives.
- Manage learner documentation, contracts, attendance, progress and supporting records.
- Liaise with training providers, learners, mentors and relevant stakeholders.
- Monitor learner progress and programme completion.
- Maintain accurate records for all active and completed programmes.
Training Administration
- Coordinate training schedules, venues, attendance and supporting documentation.
- Maintain a centralised training database / training matrix for the group.
- Monitor employee training requirements and outstanding interventions.
- Maintain certificates, attendance registers, assessment results and other relevant training records.
- Ensure that mandatory and job-specific training requirements are monitored.
- Provide management with training reports and updates when required.
- Assist with identifying suitable accredited training providers and programmes.
Employment Equity
- Assist with the administration and preparation of Employment Equity-related submissions and reporting.
- Maintain accurate employee information and supporting documentation required for Employment Equity reporting.
- Liaise with HR and management regarding relevant workforce development and reporting requirements.
- Ensure information used for submissions is accurate, current and properly supported.
B-BBEE
- Assist with the administration and maintenance of information required for B-BBEE Skills Development and related elements.
- Maintain supporting evidence, training records and documentation required for verification purposes.
- Work with HR and management to ensure that relevant training interventions are properly recorded and supported.
General
- Provide regular reporting to HR / management on training activities, outstanding requirements and compliance matters.
- Maintain confidentiality of employee and company information.
- Ensure all training-related documentation is systematically filed and readily accessible.
- Keep abreast of changes to relevant legislation, SETA requirements, skills development processes and reporting requirements.
- Support the organisation''s broader HR and people-development objectives where required.
- Perform other reasonable duties associated with the Skills Development and Training function.
EDUCATION, QUALIFICATION, EXPERIENCE & SKILLS:
- Relevant tertiary qualification in Human Resources, Skills Development, Training, Learning & Development, Business Administration or a related field – advantageous.
- Relevant Skills Development Facilitator (SDF) training / qualification.
- Proven experience as an officially appointed / registered SDF.
- Strong practical experience with merSETA requirements.
- Practical experience using the merSETA NSDMS system is essential.
- Proven experience with Mandatory and Discretionary Grant administration is essential.
- Experience with WSP and ATR preparation and submissions – advantageous.
- Experience coordinating learnerships, apprenticeships, internships and/or workplace-based learning.
- Working knowledge of Employment Equity submissions and requirements.
- Working knowledge of B-BBEE Skills Development requirements and supporting documentation.
- Experience managing training administration across multiple sites / branches / business units will be highly advantageous.
- Ability to manage the organisation''s group-wide training administration function independently.
- Experience within a commercial, automotive, transport, fleet-truck, dealership, engineering, technical or related environment will be highly advantageous.
- Commercial / fleet- truck dealership experience is preferred, although candidates from related automotive, transport or technical environments will be considered.
- Strong administrative and organisational capability.
- Excellent attention to detail and deadline management.
- Strong communication and stakeholder-management skills.
- Computer literate with strong MS Office / Excel skills.
- Valid driver''s licence and own reliable transport – advantageous / required for group-wide responsibilities.
