The core purpose of the role is to lead and provide strategic direction in order to achieve sustainable and continuous value delivery to the business by driving total collaboration and alignment across the entire business supply value chain. As a key enabler of the strategic sourcing function, the incumbent is required to set up centres of excellence and provide key data/ intelligence to operate effectively. This is achieved through the establishment of proper and effective cross functional support centres of excellence, such as governance and compliance, performance reporting and benchmarking, business/supply intelligence, master data, training, monitoring efficiency, process continuous improvement, contract administration, and knowledge and skill management. The incumbent is responsible to lead the proactive sourcing of suppliers from the market on continuous basis to meet business requirements and ensure that supplier due diligence and vetting processes are executed. The incumbent is responsible for not only building strong relationships with internal business stakeholders and suppliers but also leading and responsible for development and implementation of the Enterprise and Supplier Development (ESD) strategy and proactively ensure the end-to-end management of organisation supplier base. This includes driving transformation through Enterprise & Supplier Development and identifying appropriate beneficiary candidates.
Key deliverables and outputs
Direct and implement supplier sourcing, supplier management and sourcing enablement strategy
- Develop an integrated supplier sourcing, supplier management and Enterprise and Supplier Development (ESD) strategy in line with the various category strategies and Barloworld Automotive and Logistics’ broad transformation agenda.
- Develop tactical plans, targets, processes and tools to ensure execution of the above strategy to ensure proactive sourcing of suppliers from the market in line with business, transformation, governance and supplier performance requirements.
- Provide centre of excellence & information required to operate effectively. such as Sourcing Governance, Compliance, Reporting, Benchmarking, supply intelligence and Master Data
- Collaborate with the Executive: Transformation to execute B-BBEE requirements and to identify, evaluate and develop or improve the supplier database; ensuring that the B-BBEE enterprise and supplier development requirements are prioritised.
- Drive transformation through Enterprise & Supplier Development by identifying appropriate beneficiary candidates. Drive the execution of initiatives fulfilling the strategic sourcing objectives of the business and oversee the on-going evaluation and management of these against spend, forecasts, revenue results and financial outlooks.
- Develop strategies that will sustain investment initiatives.
- Oversee support initiatives from Development Finance Houses, Government Agencies, educational institutions and other key stakeholders.
Develop and execute Sourcing governance framework
- Develop and review procurement policy, procedures and authority framework
- Conduct P2P process workflow management in line with governance framework
- Ensure supplier due diligence and vetting process is conducted
- Conduct divisional spend analytics to identify compliance and spend patterns for continuous improvement
Develop and execute process improvement framework as well as training to ensure value delivery and sourcing improvement across the group
- Establish continuous improvement and process optimisation direction
- Develop and continuously review sorcing process to identify opportunities
- Provide training to stakeholders.
- Identify, prioritise and manage optimisation and continuous improvement opportunities and projects.
Research Supplier development and ESD leading practices and benchmarks
- Conduct continuous supply market search to identify and qualify new EME & QSE suppliers to enable improvement of ESD scorecard
- Create and manage repository of new potential suppliers from market search exercise
- Drive the identification, assessment, and management of market intelligence initiatives
- Direct research and develop leading practices, benchmarks, trends, systems and processes in support of Supplier management, ESD and Transformation objectives
- Monitor local and international best practices and regulatory developments
- Monitor opportunities, threats, disruptions and innovations transpiring in the external environment and make recommendations regarding value delivery.
Manage Suppliers and track supplier performance
- Ensure the end-to-end management of Barloworld Automotive and Logistics supplier base.
- Define, manage and implement best practices process regarding supplier life cycle management
- Conduct contract life cycle administration in conjunction with category managers and procurement managers
- Manage & execute supplier onboarding process including general qualification, vetting and sustainability activities
- Responsible for supplier performance management and risk such as blacklisting.
- Ensure that the B-BBBEE credentials of suppliers are current and support the business and transformation objectives
- Manage supplier performance to ensure delivery on SLAs - regularly monitor and ensure the alignment between suppliers’ operational performance, compliance with the strategic sourcing policy and Barloworld values and standards.
- Lead periodic contract reviews with the objective of ensuring that a consistent practice is being followed in respect of the management of such contracts
Establish and implement sourcing performance monitoring and reporting functionality
- Lead the setting and monitoring of key performance indicators for measurement of strategy application.
- Identify, track and report efficiency and performance of the strategic sourcing function performance KPI’s
- Track performance and compliance of procurement transactions in line with ESD strategy
- Continuous ESD performance gap review & develop action
- Accept responsibility for creating full transparency on SLA performance.
- Implement reporting and communication structures that ensure all stakeholders are adequately informed.
- Contribute to the risk register and manage the Supplier Management and ESD risks
- Produce, implement and maintain internal Supplier Management and ESD documentation.
- Ensure reporting of supplier performance and B-BBEE rating
- Provide relevant, critical, confidential information regarding critical metrics and financials in support of the operations and overall achievement of targets and objectives.
Lead the management of Master Data
- Manage material and service Master Data including classification code definition
- Define and manage supplier master data in terms of classification structure and data fields required
- Capture approved vendors in the system/tool in line with the define standards
- Champion the development of structured (i.e. knowledge management repository) as well as unstructured knowledge (i.e. communities of practice, knowledge sharing culture).
- Support data management across the function, which includes data governance, data quality management, accessibility, security, integration and sharing.
Coordinate relationship management for the Supplier Development and ESD function
- Ensure participation of key stakeholders i.e. investors, finance houses, suppliers, government agencies, educational institutions, senior company employees and other policy makers.
- Drive development of effective internal and external working relationships and establish synergies.
- Represent the function at management and external forums.
- Provide input to government initiatives, policies, and legislation on Supplier Development
- Provide specialist knowledge to senior executives, management and clients in order to enhance business enablement.
- Lead the communication of the Supplier Development strategy, policies, systems and processes throughout the organisation.
Manage team performance and continuous improvement
- Ensure that the Supplier Management and ESD team is optimally structured and has the requisite skills and experience.
- Manage the team in line with the business Integrated Employee Value Model and drive a culture of continuous improvement, innovation and collaboration with other parts of the business.
- Implement projects to improve systems and champion BBS in the Supplier Management and ESD function.

Academic qualifications
Essential:
• Relevant degree such as BCom Commerce / Law / Engineering / Supply Chain Management/Transport & Logistics and other relevant degrees
Advantageous:
• Postgraduate MBA or equivalent related business management qualification
• CIPS membership and/or accreditation (MCIPS preferably)
Note:
• Valid Driver’s license and Valid Passport

Work experience
Essential:
- 8 - 12 years in strategic sourcing/ procurement / inventory management in the category or a commercial vehicle / logistics / transport / supply chain environment/ business enablement
- 5 years’ experience in a senior complex role of strategic sourcing
- 3-5 years management experience
- Proven track record of interacting with and influencing all relevant government, regulatory and social development entities
- Proven track record of establishing centres of excellence in areas such as Business Intelligence, Master Data, Governance, Compliance, Reporting and Benchmarking
- Extensive experience in continuous improvement methodology
- Extensive and proven experience in management of large economic development projects and programmes
- Proven track record of strategic supplier relations management
- Established supplier networks within the industries the company operates in
