HR MANAGER – GREENFIELDS OPERATION
POSITION INFO:
Job Purpose
The HR Manager will be responsible for the full Human Resources function for a Greenfields mining operation. The role will partner with operational leadership to establish and manage all HR systems, policies, procedures, workforce planning, recruitment, employee relations, compliance, medical surveillance coordination, and site onboarding processes during project development, construction, commissioning, and operational phases.
The incumbent will play a critical role in building a high-performance mining culture aligned with labour legislation, mining compliance standards, and company values.
Key Responsibilities
HR Strategy & Workforce Planning
- Develop and implement HR strategies aligned to operational and project objectives.
- Support manpower planning for construction, commissioning, and operational phases.
- Establish HR policies, procedures, and systems for a Greenfields operation.
- Drive organisational structure development and succession planning.
Recruitment & Talent Acquisition
- Manage end-to-end recruitment for technical, operational, and support roles.
- Coordinate recruitment agencies, advertising, interviews, and onboarding.
- Ensure effective mobilisation of employees and contractors to site.
- Support localisation and Employment Equity objectives.
Employee Relations & Labour Compliance
- Manage disciplinary processes, grievances, and conflict resolution.
- Ensure compliance with Labour Relations Act, BCEA, Employment Equity Act, Mine Health & Safety Act, and related legislation.
- Liaise with unions, employee representatives, and external stakeholders where required.
- Advise management on labour law and HR best practice.
Performance & Talent Management
- Implement performance management systems and KPIs.
- Coordinate training, development, and leadership initiatives.
- Drive employee engagement and retention strategies.
- Manage probation reviews and succession planning.
Site Medicals & Occupational Health Coordination
- Coordinate pre-employment and periodic medical examinations.
- Maintain medical fitness records and ensure compliance with mining legislation.
- Liaise with occupational health practitioners and service providers.
- Monitor fitness-to-work compliance for employees and contractors.
Inductions & Site Compliance
- Manage employee and contractor onboarding processes.
- Coordinate site inductions and compliance documentation.
- Ensure all employees and visitors comply with mine access requirements.
- Maintain training and induction records.
HR Administration & Reporting
- Oversee HR administration, employee records, and HRIS systems.
- Prepare HR reports, statistics, and workforce analytics.
- Manage payroll input and employee benefits administration where applicable.
- Support audits and compliance reporting requirements.
Minimum Requirements
Qualifications
- Degree or Diploma in Human Resources Management, Industrial Psychology, or related field.
- SABPP registration advantageous.
- Valid driver’s licence.
Experience
- Minimum 5 to 7 years’ HR experience.
- Minimum 3 years in the mining, construction, or heavy industrial sector.
- Greenfields/project start-up experience highly advantageous.
- Experience within opencast mining operations preferred.
- Strong understanding of South African labour legislation and mining compliance requirements.
