Compliance & Community Liaison Officer – Plattekloof – Cape Town

Our client is seeking a candidate for a temporary role .

Roles & Responsibilities will be:

The primary role of the Compliance and Community Liaison Officer (CCLO) is to attend and enforce compliance of the various estate rules and also to implement the strategic use of communication vehicles to advance the mission of  serving as a liaison on rule enforcement, community events and facilitating proactive relationships between the HOA and the community. The CCLO is responsible for all rule enforcement related matters and communication with various parties relating to the HOA.

Compliance Duties:

  • Management of HOA Compliance on building sites.
  • Enforcement of Conduct rules
  • Enforcing of the Aesthetic guidelines
  • Enforcing of the Builders Code of Conduct
  • Manage Contractors, project professionals, Architects etc.
  • Authorizing and assisting with data capturing for resident and contractor access
  • Authorize site handover, occupation and completion
  • Building phase & maintenance inspections
  • HOA database maintenance and upgrades
  • Monthly statistical reports address to the Estate Manager to present at committee meetings
  • Access control system, CCTV, fence alarm software inquiries liaison with suppliers and compliance.

Documentation Management:

  • Contributing to the Aesthetic guidelines
  • Estate rules and Fine charts drafting
  • Building rules & regulations as well as Annexures
  • HOA FAQ documents
  • Legal templates & notices for non-compliances
  • Project Certificates & templates
  • HOA marketing flyers, invitations, Image mood boards for functions, Gallery & Website
  • Office procedures
  • HOA website and blog
  • Daily written report to the Estate Manager

 

 

Communication & Client services

  • Editing and writing of Estate Magazine
  • HOA Estate Photographer Event planning for residents Liaising
  • Marketing & Brand building, online & social media
  • Liaising with Maintenance, Security, Landscaping teams Homeowner, contractor, domestic workers & butler enrolments
  • Liaising with controlling architects
  • Assisting landowners in planning phase
  • Assisting homeowners with rider plans and alterations
  • Enforcing client services procedures to members HO Relations, via email, telephonically Link clients between forums & committees
  • Manage Bulk email & SMS to members Manage HTML mailers & campaigns
  • Compiling research, co-ordination, editing and producing communication material
  • Media liaison - handling of media queries, writing of media releases, media monitoring and evaluation
  • Maintain and create updated content for all communication platforms - including website, social media, newsletters and publications
  • Proofreading and editing of public documents and publications
  • The Community Liaison Officer coordinates recommendations to the Estate Manager and Board of Trustees relative to public relations and functions on the behalf of the Estate.
  • The CCLO performs other duties and assumes other responsibilities assigned by the Estate Manager and Committee. 
  • Develop, build and strengthen resident relationships, maximising satisfaction. 
  • Manage and administer resident satisfaction surveying and monitoring, producing regular performance reports. 
  • Responsible for the implementation and co-ordination of resident consultation and communication and newsletters relating to improvements, ensuring residents “Love where you live”.
  • Develops, plans, and/or coordinates various activities (e.g. community outreach, media/public relations functions, etc.) for the purpose of enhancing district/community relationships, improving customer services/programs, and promoting a positive public image.
  • Contributes to the promotion of the estate and events (e.g. public relations program, community relations and events) for the purpose of communicating and implementing the HOA’s vision and culture with internal and external stakeholders.

 

Secretarial duties

  • Answer the telephone, take messages and distribute phone calls to the person liable for the related concern.
  • General filling.
  • Administration of complaints register.
  • Secretarial duties for the Estate manager
  • Secretarial duties relating to Estate Manager Meetings: Agendas, compiling documents, arranging snacks and beverages, minutes.
  • Design and keep all office forms up to date.
  • Upkeep of all changes of Data basis document.
  • Capturing of new owners, residents, tenants, service providers, contractors, and builders
  • Update mail address of owners, residents, tenants, service providers, contractors, and builders.
  • Capturing of special dispensation expiry and renewal
  • Workers Registration and deleted workers
  • Diary scheduling/ Time priority management
  • Replying on resident queries via mail
  • Welcoming and receiving residents.

 

OTHER FUNCTIONS OF CCLO SPECIFIC SKILLS AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS

  • Thorough knowledge of the principles and practices of public relations and communications programs and/or marketing campaign strategies. 
  • Ability to effectively express ideas orally and in writing.
  • to exercise considerable tact and courtesy in frequent contact with the public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Project planning and be able to provide the Estate Manager with daily feedback.

 

EXPERIENCE:

  • Relevant qualifications / experience.
  • Must have a valid driver''s license and own transport
  • Key Competencies
  • Excellent verbal and written communication skills
  • Strong interpersonal skills and good time management skills
  • Well-developed writing and editing skills - in English
  • Sound knowledge of how the media works
  • Good photographic skills
  • Computer literacy (MS Word, Excel, PowerPoint, Internet, email, desktop programs, i.e. MS publisher, Adobe In-design, etc.)
  • Ability to work independently and able to move around
  • Operational management capability, analytical and problem-solving abilities
