JOB DESCRIPTION:

Job Purpose

To supervise staff employed responsible for transport, refuse and related activities and to assist with the general running of the unit so as to facilitate the smooth running of the unit.

Key Performance Areas

Supervision of the Section

Is responsible for the supervision of the Transport, Refuse and Recycling Services team including the following functions:

Planning and Coordination

  • Plans programs in consultation with Manager and schedules activities
  • Plans and designs maintenance schedules for all areas of responsibility i.e. domestic, organic and wet waste removal, refuse areas maintenance, internal vehicle maintenance, seasonal maintenance of fire breaks and ad hoc waste removal
  • Meets with Manager, teams, wardens & other customers so as to establish needs
  • Assesses condition of refuse sites and transport requirements and allocates tasks accordingly
  • Organises materials and other resources to ensure efficient operation of unit and all teams within the unit

Supervision

  • Supervises teams & individuals so as to ensure a highly motivated productive unit
  • Delegating various duties to teams & or team leaders, clarifying performance standards required
  • Training & Teaching new staff what is required from the job
  • Provides technical and driving skills to subordinate staff as and when required
  • Coordinates the performance outputs of direct reports by contributing to the selection of staff, the induction of staff, motivation and recognition of staff and initiating corrective action where staff are underperforming or in cases of misconduct
  • Motivates for the appropriate resourcing of own section
  • Ensures adherence to the staff disciplinary code

Quality Control

  • Monitors production output and corrects discrepancies
  • Ensures that work is done through a checking procedure
  • Customer requests and complaints are dealt with to ensure satisfaction at all times

Administration and Technical Support

  • Orders materials and supplies and external services as required (limited to R5,000 per item/event)
  • Performs cost and stock control of all materials and stock in own section
  • Provides administrative support to the Manager as required from time to time
  • Performs all HR administration for staff assigned to this post
  • Maintains daily records of all functional areas as required by the Manager
  • Provides reliable transport services to all sub sections of Grounds & Gardens Section
  • Provides technical support for all areas dependant on borehole irrigation
  • Controls vehicle service and fuel drawing records
  • Monitors the external Recycling Programme and provides technical backup as required
  • Complies with all relevant organisational, Division of Infrastructure & Operations and Grounds & Gardens operating procedures and Mission & Vision Statements
  • Carries out any other lawful manual labour tasks timeously
  • Ensures that section complies with Occupational Health & safety regulations at all times

General Duties

  • Can be expected to directly assist other units within Grounds & Gardens Section
  • Can be expected to assist the Division and the organisation in areas not regularly associated with own functional framework; in cases of disaster or emergencies

Job Requirements

Education and Experience

Grade 12 is required plus approximately 4 years’ relevant experience where such experience includes:

  • Previous experience of driving practices and techniques as well as driving different types of vehicles
  • Some experience and/or knowledge of the mechanical workings of a vehicle
  • A code 10 driving license with PRDP
  • Experience with vehicles and the safety standards & procedures for operating vehicles, tractors
  • Previous supervision experience

Technical Skills

  • Broad knowledge and experience in the field of motor vehicles and transport arrangements
  • General knowledge of different types of vehicles such as heavy duty trucks and tractors
  • Elementary knowledge of the mechanical workings of a vehicle
  • Extensive experience in the driving of different types of vehicles
