SUMMARY:
Our client is looking for a experienced and professional Manager to Manage the security of the estate and all the suppliers and SLAs.

POSITION INFO:

To ensure the overall safety and security of an integrated resort consisting of residential communities and hospitality aspects such as hotels and short-term rentals. This will be achieved through the compliance with the relevant regulations and rules; effective utilisation of the necessary safety and security equipment; efficient deployment of contracted service providers in accordance with agreed Service level Agreements (SLA’s)

Responsible to direct the administration and operations of all security components to attain its goals and objectives in accordance with the policies of the Estate and in accordance with the security industry requirements and guidelines by managing all contractual and other service providers and ensuring that they deliver in terms of their SLA’s

Duties and responsibilities will include, but not limited to, the following:

SLA Management:

• Sources and vets the credentials of potential security service
providers for four key sections – (Access Control and Guarding;
Control Room; Technical equipment; back-up Generators)
• Ensures that Security procedures and implementation thereof is
up to standard between all stakeholders
• Recommends preferred service providers to Board for approval
• Sources and manages service delivery from approved contracted
service providers
• Ensures that all service providers meet the performance
standards in terms of their SLA
• Monitors and controls service providers to ensure service delivery
in accordance with SLA’s
• Prepares the monthly payments to security service providers and
submits for approval and release by Finance
• Ensure adherence to all requirements and expectations in line
with the SLA
• Manages and maintains the penalty schedule which includes
imposing penalties when necessary and ensuring that the
schedule is kept up to date
• Maintain a good working relationship with the Service Provider
• Conducts regular meetings to identify areas of improvement or to highlight areas of non-compliance to ensure it is managed
proactively
• Ensures contingencies are in place iro staff and turnaround times
relating to spares
• Conducts regular deliverable inspections and highlight areas for
additional training
• Ensures all equipment requirements as set out in the SLA are
adhered to ensuring that job functioning is at its optimum
• Liaises with residents on issues related to rules and regulations
• Monitors access control, fence, equipment and stock integrity
• Monitors the maintenance and safeguarding of all security related equipment Ensures that the Estate (both internal and external) is maintained to the required standards prescribed by  Home owners Association.
• Manage the performance of and all HR related matters pertaining
to permanent staff members in the security department
• Creates a culture of continuous improvement, based on
performance monitoring, strategic planning and risk awareness
• Oversees the security functions, including physical security and
safety of employees, facilities, and assets
• Analyses and evaluates security operations to identify risks or
opportunities for improvements


Investigation of all security related incidents

• Records all security incidents referred to him
• Prepare reports and presentations on internal investigations,
losses, or violations of regulations policies and procedures and
security monthly statistics and present same
• Identify, investigate, or resolve security breaches
• Assist in emergency management and contingency planning
• To be on call for emergency security related incidents
• Ensures a safe and secure Estate with minimum security incidents
• Acts as an interface between security and the members on
security and risk related issues
• Conducts a thorough investigation into all security incidents
referred
• Compiles and interrogates incident reports
• Communicates serious incidents to the estate management and
manages feedback thereafter
• Identifies and implements improved protocols, processes and
procedures arising from the investigations
• Initiates appropriate remedial action
• Ensures the Imposition of penalties per rules and regulations

Budget Preparation and Management

Ensuring compliance with statutory regulations and requirements


• Drafts an annual security budget including expenses and capex –
for inclusion with the GM budget for approval by the HOA Board
• Submits the proposed budget to the GM for referral to the HOA
Board for approval
• Manages expenditure within the agreed budget parameters
• Obtains approval of the GM or the Board for any expenditure
outside of the budget parameters set by the GM or Home owners Board
• Confirms that contractors and potential contractors comply fully
with all statutory regulations and requirements in terms of the
OHS Act
• Liaises with PSIRA (The Private Security Industry Regulatory
Authority)
• Budget preparation and development for security operations and
manage the budgets

Data base Maintenance and Management

• Ensures that an up-to-date data base is in place with the contact
information for all members, tenants and contractors
• Monitors and reports on any unusual activities on all access
groupings

Report Preparation and Submission

• Attends all relevant committee meetings and ensures that
accurate minutes are recorded
• Submits the necessary security reports for inclusion in the GM
Report to the Home owners Board
• Provides input to the annual budgets in respect of planned
developments, projects, maintenance and repairs
• Compiles monthly and annual management reports – Operational
and financial (in relation to the budget)
• Compiles the financial expense budget for security and Soft
Services for the Estate
• Holds regular meetings (formal and informal) with the respective
security officers and the supervisors, and the review of operational
security systems and controls
• Implements weekly/bi-weekly and monthly security meetings
ensuring that all the relevant stakeholders are communicating,
and items are resolved and tended to
• Reviews financial reports to ensure efficiency and quality of
security operation
• Attends meetings and present at Senior Management and Board
Level

Ensure daily checks and conducts audits (Both guarding and technical)

• Ensures the enforcement of all Home Owners Association rules with regard to Security and Risk control
• Manages any physical upgrade of Security equipment, fence-line
and guarding aspect and the monthly monitoring thereof as well
as renewals on maintenance contracts, in relation to security and
risk matters
• Manages the daily entry and exit of all staff members, private
workers and contractors, through the security system and ensure
that the Estate is cleared daily of staff at the end of the workday
• Develops and monitors ongoing effective security measures to
ensure that Home owners Association rules are being enforced as they relate to the
security aspects of the Estate
• Manages the Alarm Monitoring and Armed Response Company,
through conducting periodic alarm checks to ensure security’s
alertness
• Manages the Control Room operations and any third-party
security contract
• Ensures that risks are minimised & addressed by understanding
the insurance profile of the Estate
• Leads investigations into any incident in the Estate
• Setting up, managing, training and reviewing the disaster
management plan for the Estate. This should include practice
sessions
• Communicates security status, updates, and actual or potential
problems, using established protocols, ensuring that Management
are kept abreast at all times
• Ensures disaster management tools, procedures and awareness
to respond is addressed in a pro-active manner
• Undertakes after hours and normal hours audits and Estate visits
to ensure compliance with the security plan
• Such other duties as may be laid down from time to time by the
General Manager or in his absence, his duly appointed deputy
• Undertakes a yearly risk to threat review of the Estate and report
such to the General Manager

Liaison with local emergency authorities

• Maintains close relations with local authorities including the SAPS,
Fire and Ambulance authorities
• Maintains an updated emergency contact list for all services
• Liaises with the Neighbourhood Watch and Local Police Forums
on behalf of Home Owners Association, through co-ordinating and attending their
regular meetings

SOP Management

Drafts new standard operating procedures (SOP’s)

• Identifies areas of recommended change or redraft on site Job

• Identifies inefficiencies and recommends amendments to existing
SOP’s
• Ensures complete SOP Compliance
• Assists in strategically amending current SOP’s; in line with joint
security operations for all three entities
• Strategize for constant improvement in line with Security
objectives and amend SOP’s in line with same
• Assesses emergency procedures and present recommendations
for change, and after consultation re-draft accordingly
• Trains subordinate security professionals or other organization
members in SOP’s, security rules and procedures
• Assesses SOP’s regularly to ensure complete adherence and
compliance

Knowledge/Know-How required to do the Job


• Good understanding of statutory regulations governing safety and security
• Good understanding of the internal rules of the Estate
• Ability to understand and interpret budgets to facilitate operational projects and present reports
• Good understanding of contracts and contract negotiation
• Good understanding of professional investigation procedures and the rules of evidence
• Good understanding of the issues affecting residential communities
• Basic knowledge and understanding of construction regulations
• Good understanding of customer service requirements and how to deal with and respond to issues

Qualifications / Experience for the Job


• Security Management qualification or similar including Facilities Management
• PSIRA Grade B minimum
• National Diploma: Security/ Police Management
• A minimum of 5 years management experience in the Security industry
• Must have a reasonable level of First Aid and Fire Fighting training
• Technical knowledge of Impro and CCTV systems including Thermal cameras essential
• Financial knowledge and report-writing experience essential
• Homeowners’ Association or Residential Estate Management experience would be an advantage
• A relevant degree or post graduate qualification would be an advantage
