Organisational Development Officer

JOB DESCRIPTION:

Job Purpose

To provide professional support for Organisational Development, Job Evaluation, Assessment Administration and Staff Training and Development.

Key Responsibility Areas

Organisational Development (Includes Job Evaluation, Reorganisation, Restrustcturing & Redeployment) and Professional Support for the Deputy Director

  • To work with the Deputy Director, Manager: ER and the relevant HR Practitioners with regards to staff consultations in respect of reorganisation and/or redeployment
  • To work with the Deputy Director: HR in respect of the grading of job profiles, including the verification of job profiles using benchmarked data
  • Under the guidance of the Deputy Director: HR work closely with line managers, staff and Unions in the development and review of job profiles
  • To assist with the creation of job family matrices and competency frameworks
  • Responsible for the repository of profiles to ensure proper governance
  • To assist with the preparation for the JE Committee, including the agenda, minutes and documentation for the Committee
  • Responsible for taking minutes at the JE Committee meeting
  • Conduct benchmarking as required.  To assist with the interpreting and analysing data, to represent the data meaningfully and contribute to writing reports
  • Ensuring appropriate tools are maintained and updated when necessary, such as but not limited to the job profile toolkit, matrices for job families etc.)
  • Be part of Project Teams that are responsible for the review of staffing structures.  Provide support in terms of job profiles and job grading where required
  • Responsible for developing and maintaining a repository of organograms
  • Responsible for extracting organograms and updating organograms.  Will need to work with HR data that needs updating and is impacting the ability to extract up to date organograms
  • Assist the management team in human resources with regards to the change management aspects of projects that are undertaken
  • Responsible for the coordination and implementation of projects under the direction of the Project Lead/Owner

Staff Training & Development

  • Liaise annually with line managers to determine a sustainable development plan in supporting their department’s objectives
  • Align the various development plans with the departmental succession plan
  • Discuss and recommend options to bridge possible gaps between development plans and succession within the various departments
  • Leading the selection of external training providers by measuring the training objectives against the outcomes and costs
  • Responsible for ensuring that the coordinator role for all the training and development programs offered by HR are carried out effectively
  • Following up on all training participants to evaluate their view of the training and the possible improvement in the work area as a result of the training
  • Develop an evaluation of all training programs. Ensure that the feedback is collected and analyses. Compile a feedback report with regards to the impact of the training, areas of strength as well as areas for improvement for the facilitator (internal courses)
  • Ensure administrative support and communication for all the training and development programs driven by HR. Assist in completing short course applications
  • Ensure that the administration of pre-assessments for training programmes are developed, maintained and implemented
  • Responsible for ensuring that accurate records are kept for all training programs, such as attendance, completion of assignment and marks, course expenditure etc. Record keeping needs to be aligned with the ETDP-SETA report and BEE report formats
  • Assist in ETDP-SETA funding documentation (bursary and course documentation) as well as following up on payments
  • Maintain control sheets regarding training expenditure per fund including ETDP-SETA funding received
  • Assist with the provision of progress reports for learners who are on longer-term programmes such as learnerships, CE funding programmes and provide support where required
  • Dealing with any problems with regards to learners when they are on training programs, such as attendance problems, not submitting assignments on time, not passing assignments etc. 
  • Assist external facilitators who facilitate training programs on behalf of the HR by ensuring that they have all the necessary course material and that the venue is booked and correctly set-up.  Ensure that the facilitator has all the necessary learning aids they need in order to deliver the training program, for example computer, flipcharts, proxima etc. 
  • Assist with the sourcing appropriate training aids (for example dvd’s, books etc.)
  • Where required, develop inhouse training programme content according to the identified requirement and present the training
  • Complete the annual ETDP-SETA report online within the agreed time frame

Assessment Administration Support

  • Responsible for the development and maintenance of a repository of assessments and model answers (in respect of work samples) to ensure proper governance. These assessments need to enable and support succession planning
  • To assist with the development of work sample assessments and model answers
  • Provide administrative support to recruitment and selection committees in terms of assessment including but not limited to logistics, test administration, record keeping, correspondence etc
  • Ensuring appropriate tools are maintained and updated when necessary, such as but not limited to the test administration guideline, all assessment documentation including consent forms, the development of a work sample toolkit, etc

Education and Experience

  • At least a Bachelor’s Degree/Diploma (NQF level 7) in Human Resources, Psychology, OD or equivalent plus approximately 2 years’ relevant such experience includes:
  • Previous experience writing job profiles and the grading of jobs
  • Previous experience working in Human Resources with a focus on organisational development (for example, assessment, competency models and frameworks, training and development, wellness, etc.)
  • Previous experience using an HR IT system
  • Experience working with Organograms, particularly organogram software will be an advantage
  • Experience developing electronic administrative structures, systems and processes
  • A registered Psychometrist will be an advantage
