JOB DESCRIPTION:

PURPOSE

Develop, implement, and manage strategies, policies and procedures concerning payroll, remuneration and benefits to ensure correct payment of salaries and third parties and the correctness of management reporting

KEY RESPONSIBILITIES

Develop and implement policies and procedures in respect of payroll, remuneration, conditions of service and the HR Information system. Manage and ensure 100% compliance with labour legislation relating to remuneration and benefits such as Labour Relations Act (LRA), Basic Conditions of Employment Act (BCEA), SARS legislation, Municipal Financial Management Act (MFMA), Municipal Systems Act (MSA), Pension Funds Act (PFA), Medical Funds Act (MFA), etc. Manage and ensure 100% compliance with company policies and conditions of service. Present and inform on a monthly basis, newly appointed staff members on conditions of service during formal induction sessions. Manage and maintain policies, conditions of service and procedures pertaining to remuneration and benefits and ensure compliance by managing incidents of non-compliance in terms of the disciplinary code. Manage and maintain the operation/running of 3 payrolls for general & management staff members as well as pensioners. Manage and maintain a separate payroll on the SAP HR/PY system for the insourced employees paid via the City of Johannesburg payroll. Draw audit trial reports monthly in order to control and monitor input done on the SAP HR and payroll system by ±25 staff members (including 20 regional staff members) and changes made on the SAP HR/PY system by consultants. Monitor and allocate workload to ensure that all set deadlines are met within the payroll section as well as in various regions by means of consultation, meetings and communication. Manage and monitor the reconciliation of the payroll files with the finance department’s general ledger monthly. Verify, authorise electronically and sign off on the payroll monthly after reconciliation thereof by the Manager: Payroll. Manage and verify that payment schedules and amounts are correct before authorisation, in order to ensure correct payment of salaries, third party payments and SARS payments by Finance. Resolve high-level queries with regards to payroll (especially on management payroll), remuneration and conditions of service. Present regular workshops and training on HR admin-related matters, legislation, conditions of service, etc to all staff members who have access to the HR SAP/PY system, including Regional HR Managers. Compile reports to senior and executive management and take part in regular internal as well as external meetings representing JW. Manage the long service award functions twice annually and Retirees’ functions twice annually. Authorise all special EFT payment requisitions relating to payroll payments. Verify the monthly variance reports run by the Manager: Payroll. Manage the supply of information pertaining to remuneration and benefits during salary survey processes. Manage and maintain compliance to the conditions of services, policies and procedures pertaining to remuneration and benefits. Manage and monitor the correct implementation of different rules and policies for different payrolls. Manage and ensure correct application of rules of 5 different medical aid funds, 5 different Pension Funds and 3 Gratuity Funds. Discuss and advise structuring of remuneration packages with all newly appointed managers including Executive management. Conduct ad-hoc remuneration package modelling / re-modelling according to requirements from internal clients (management level – D1 and above). Collate and manage annual submission of performance-related scores and do possible scenarios of performance-related payments within the budget provision for authorisation by the Local Labour Forum, the Managing Director and Organised Labour. Do annual final calculations for all employees on both payrolls, in terms of the Remuneration Policy and the Performance Management policy, for final payment of performance-related merit increases and performance bonuses within Board-approved amounts. Manage the research and analysis in different areas involving compensation, such as compensation statistics and market analysis. Participate in the position evaluation/grading process, job classifications, and job descriptions in compliance with company regulations and labour laws. Monitor and ensure correct implementation of job grading results and amendments of reporting structures as approved by the Managing Director. Manage, compare, interpret and submit ad-hoc, monthly and quarterly reports on overtime, absenteeism, man-hours worked, standby, employment equity statistics, labour relations, staff movements, etc. to management, senior management and executive management. Manage and control the supply of requested statistics and reports to the Department of Labour, internal and external auditors, Stats SA and the City of Johannesburg as and when required. Implement and maintain software with regard to organizational reporting structures and specialised reports. Manage and control the creation of new positions. Authorise and control access to the SAP HR/PY system. Monitor and authorise all changes to be made on the SAP HR/PY system. Initiate and manage the tender process for the award of the contract for maintenance support of the SAP HR/PY system every 3 years and the Payroll Payment Services contract every 3 years. Participate in Bid Committees as and when required. Manage contracts and service level agreements (SLA) with all service delivery companies daily and determine the validity and correctness of invoices. Issue penalties in terms of SLAs for deviations. Engage with third-party organisations (5 medical aids, Service Provider companies, 5 Pension Funds, SARS, UIF, Consultants, etc). Identify needs regarding financial budget and provide input. Compiles budget annually. Manage and control the budget for the Personnel section. Manage individual & team performance. Communicate company objectives, policies and procedures to all levels of subordinates with the objective setting process through meetings. Manage the performance management process by ensuring that performance plans are signed by employees annually Ensure that all team members achieve their performance objectives as per individual agreements. Conduct interim and final reviews per employee & report by deadline dates (x2 annually). Develop measures to improve individual & team competence. Submit training needs / Personal Development Plans for each subordinate to the Training & Development section by the required deadline. Coach, counsel and mentor subordinates to meet individual and company needs. Manage workplace relations in terms of the labour relations code. Recruit and select staff in terms of the Employment Equity Plan. Participate and contribute to the company’s Conditions of Service Negotiating Task Team, the Grading Committee, OHSE Committee the BBBEE Committee, External Audit Steering Committee, the Health Services Committee as well as the Local Labour Forum.

JOB REQUIREMENTS

Essential Qualifications and experience:

· Bachelors Degree (NQF 7) Social Sciences/ Psychology/ Industrial Psychology or BTech (HR)

· 6 years experience in leadership and management of the Remuneration and Benefits function of which 2 must be in overseeing payroll management and Payroll SAP systems.

· At least 2 years in general SAP HR experience (that is other SAP modules other than Payroll).

· Valid Drivers License
