SUMMARY:
A Monitoring & Evaluation Officer (until March 2022) vacancy is available at our Client, Wits Health Consortium's Health Systems Enablement & Innovation (HSEI) in Mthatha - Eastern Cape.

POSITION INFO:

Background

The Health Systems Enablement & Innovation (HSEI), based at the University of the Witwatersrand, studies enablement amongst individual patients, patient populations, health services and health systems with a particular focus on underserved or vulnerable populations. The aim is to help South Africa and African underserved and vulnerable populations and their national health systems realize their true potential. HSEI supports national health systems through healthcare delivery redesign, professional advice and research guided by our motto “Dignity through healthcare.

We seek a dynamic, enthusiastic and self-motivated quantitative senior researcher to be part of our health economics research portfolio. Research in this portfolio focuses on the costing studies, cost-effectiveness and benefits of healthcare interventions, health systems and health policy particularly those related to hospital services and cancer care. Successful applicants will develop and lead studies and analyze and publish data from research projects on research questions that contribute to the evidence-based for improving access to and delivery of health services.

Main purpose of the job

  • To lead the monitoring, evaluation, and reporting functions of the project
  • Plan and implement strategies to maximize the usage of data collected and ensure appropriate dissemination of important lessons learned
  • Strengthen the M&E capacity of relevant stakeholder staff

Location

Key performance areas

  • Develop and implement programme monitoring and evaluation systems that meet donor, stakeholder and project requirements
  • Regularly monitor the outputs for indicators listed in the project M&E framework
  • Monitor the effectiveness and adherence to the referral framework as prescribed for the decentralized sites
  • Report on project outputs to PIs, funder and relevant stakeholders
  • Design and Implement risk Management SOPs/processes to ensure the effectiveness of the service being provided
  • Design and conduct programme evaluations
  • Conduct data quality and verification audits
  • Develop best practice documents and reports based on programme outcomes. Share with donors and other stakeholders
  • Ensure that the project indicator tracker is complete and up to date for all sites
  • Participate in project meetings as necessary
  • Work with the project manager and strengthen the M&E Systems for the project
  • Develop and conduct M&E capacity building programmes for project staff to enhance understanding and use of effective M&E tools and systems
  • Facilitate M&E skills transfer from project to stakeholder staff
  • Facilitate skills transfer for the Data Capturer to ensure the collection and management of relevant data for the project
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports
  • Suggest strategies to the Project Management Office for improving the efficiency and effectiveness of the project

Required minimum education and training

  • Bachelor’s degree or similar within a related field

Desirable additional education, work experience and personal abilities

  • Experience working with donor-driven programmes in the South African context
  • Experience in training and capacity building
  • Able to work independently and as part of a multi-disciplinary team
  • Adaptable, willing to take initiative. Strong organizational skills, attention to detail
  • Excellent communication skills
  • Valid Driver’s License
  • Working after hours may be necessary
  • Being contactable after working hours
  • Able to work in a highly pressurized and challenging environment
  • Communicate effectively with the Senior Management Team, and support staff as well as with all external stakeholders e.g.: ECDoH, district and sub-district teams, NGOs, DBE, WBTOs Community Health Workers, donors, community, academic institutions & Civil Societies

Required minimum work experience

  • 2 - 3 Years’ experience in developing and managing M&E systems
