POSITION INFO:

The holder of this position will be responsible for the support, guidance, and development of OUTA’s capacity and resources to empower and support the work done by the Community Action Network (CAN) division, in guiding and assisting Local Community Organisations (LCOs) in developing cases to hold Local Government structures to account. The incumbent must be passionate about helping local communities to participate more effectively in holding their municipalities to account for infrastructure provision and service delivery. In doing so, strong interpersonal and communications skills, local government expertise and a thorough understanding of the local governance landscape in South Africa will be essential. This position requires a local government specialist with demonstrable experience in active citizenship and who possesses the necessary knowledge and qualifications.

• Create, develop, and maintain content for guidelines and training material to enable effective community action on local government matters.
• Keep abreast of local communities’ needs to ensure CAN’s relevance
• Establish and maintain a strong network of local government experts that can assist LCOs
• Keep abreast of latest news and developments on local government mattersÂ
• Identify growth opportunities in Local Government Affairs through OUTA and CAN, as well as local community initiatives and activities
• Ensure the execution of the Local Government Affairs’ Strategy and Reporting
• Act as spokesperson on legal matters relating to Local Government Affairs as and when needed
• Be able to produce factual, concise and well-written reports
• Drafting of legal letters, pleadings, applications, complaints (both civil and criminal) etc.
• Diligently represent OUTA when interacting with external legal counsel
• Identify relevant / pertinent issues when planning projects
• Provide project specific legal research of a high quality
• Ensure the correct information required can be obtained to support projects and/or legal cases
• Determine the legal framework and assist in deciding the legal route to be taken
• Support, guidance and supervision of the legal team including but not limited to drafting/
  implementation of/ management of legal processes.
• Understanding and management of legal team dynamics and encouraging good relationships
• Understanding and management of good relationships with the CAN operations team
