POSITION INFO:
Qualifications, Experience and Skills:
Engineer degree.
5 years’ experience in O&G industry.
Minimum 3 years site exposure (production / drilling or construction yard).
MASTER level for Portuguese and English languages, if French spoken, it’s PLUS.
HSE trainings; incident investigation - CTA, safety engineering, Risk Assessment, Basic Safety Training, HUET.
Communication skills; ability to present.
IT abilities; MASTER in Excel, Power BI, MS project (planner).
Availability – site missions (offshore and onshore).
Job Description:
Ensure respect of Angolan laws, regulations and full application of TOTAL HSE MS (One MAESTRO).
Ensure and promote TOTAL Safety Culture (12 golden rules) and full compliance w/ TOTAL HSE referential
(Group/Company Rules, policies & procedures);
Maintain daily contact w/ Company Man on site for support and guidance on the HSE subjects;
Ensure assistance for the maintenance of TEPA Blow Out Contingency Plan and organize regular Blow Out
emergency drills;
Manage the diffusion, implementation and update of Blow out Contingency plan and Bridging Documents on sites;
Participate actively to HSE audits of all primary Contractors;
Implement, in partnership with Drilling Contractor, TOTAL E&P Safety Initiatives on the rig sites;
Lead the HSE Committees on rig sites & control the quality of the Rig site induction;
Ensure assistance to Company Man on hazard studies & risk assessments for a safe work program execution;
Ensure assistance on hazard recognition & risk control in Management of Change, Downgraded Situations and
SIMOPS (Simultaneous Operations);
Ensure assistance to Company Man for Incident or Accident Cause Tree Analysis and High Potential events
investigation;
Organize Audit & Inspection of vessel-specific Offshore Discharge Management Plan & Waste Management Plan;
Participate to the HSE performances evaluation of Rig/FSV & services providers during CFT (Call For Tender).
Prepare and keep up to date the Bridging & SIMOPS Documents;
Audit & Inspect rigs and all 3rd party contractors working for TEPA to ensure implementation of contractor safety
management systems, compliance with Total company rules and international best practices/standards.
Ensure assistance to Company Man (PIC) in the preparation of emergency situations via adequate training &
exercise plans;
Supervises the diffusion of TEPA HSE Objectives to all Contractors and Sub-contractors;
Control the HSE performance and the related KPI Objectives benchmarking;
Ensure assistance and advise to Company Man & Superintendent to ensure timely reportage of Events into the
Event Reporting Mailbox (IN – immediate Notification);
Ensure assistance to Company Man and Superintendent in investigating HSE events through Cause Tree Analysis,
and deduce root cause & related corrective action plans as per CR’s;
Permanent coaching to OSL assistants to Participate and enhance work hazard / Risk assessments
Assist & advise the Company Man in the preparation of the on-board HSE Site Committee Meetings
Ensure on-board Sub-Contractors participate in the on-board HSE Site Committee Meetings
Maintain an up to date “Downgraded Situations” document list file daily and appropriately and liaise with entities
for actions close out
Take an active part in site activity planning and coordination meetings in a daily, tours and “toolbox” basis
Ensure via periodic audit Drilling sites contractor PTW System is being managed and executed safely and correctly
Organize Investigation/CTA after an Incident/ANO (HIPO/RI), ensure that the action plan for identified corrective
measures is implemented.
Ensure that, following any incident occurrence in D&W activities, comprehensive data are promptly captured into
Synergy database. Control the quality of reporting in Synergy database and ensure compliance with TOTAL
referential.
