SUMMARY:
HR Officer/Payroll

POSITION INFO:

Provides support and supervision in terms of administration, employee relations and the day-to-day HR functions to the HR department

1. Ensure strong working relationships

  • Interact with all Company staff in a professional and courteous manner.

 

2. Training and Development

  • Manage all aspects of training and development to improve or develop competency or skills in an employee to increase performance and productivity
  • Draft training agreements for the relevant trainees and manage a spreadsheet in terms of work back periods
  • Internal Skills Development Facilitator:
    • Engage with managers in obtaining the training plans / analysis per department and manage expectations and department training budget
    • Compile and submit WSP and ATR that is submitted in April every year
    • Organise and maintain training register which includes all relevant proof of training from training committee / managers
    • Follow up on mandatory / discretionary grants owing to the company
    • Set up quarterly meeting with the members of the Skills and Equity committee
    • Send monthly training report and cost to HR Manager
    • Analyse training requirements for company and make recommendations to HR Manager
    • Complete annual training reports:
      • Keep record of all training that was done during the period and attach to annual training reports
      • Implement and administer the entire learnership process
      • Liaise with service providers and TETA and provide relevant documentation
      • Interview and source suitable applicants
      • Liaise with departmental managers throughout the learnership
      • Report learnership to TETA on a yearly basis
      • Liaise and discuss progress / issues with learners monthly
  • The yearly training needs analysis to be conducted
  • The analysis on a return on investment linked to this. (Spreadsheet)
  • Assist with research for training courses that are available at different training institutions
  • Once training approval form has been received assist with booking the relevant training; follow up on payment and all other arrangements

3. Employee / Labour Relations

  • Involvement in grievance and disciplinary hearings by advising, counselling, attending formal disciplinary meetings
  • Implement termination procedures i.e., the necessary paperwork is completed and inform / provide documentation to payroll administrator
  • Draft all disciplinary documentation

 

4. Employment Equity

  • Manage the EE meetings and minutes

 

5. Performance Management

  • Assist with the maintenance of Performance appraisal system
  • Assist with Performance Evaluation process in processing the quarterly assessments of all employees.
  • Assist with the implementation and update of job descriptions
  • Assist with management of job descriptions database and that all job descriptions are updated and signed off by employee/manager and placed on personnel files
  • Assist and follow up with line management to ensure all performance reviews are received by due date
  • Review of performance appraisals and consulting and/or advising the manager with regards to poor performance
  • The analysis of job descriptions
  • Ensure that all employees have current and updated versions of Job descriptions, and that HR has an electronic copy on file
  • When probation is extended, draft the relevant letter, and get manager and employee to sign. Follow up on the extension of probation with the relevant manager.

 

6. HR Administration

  • Typing out promotion, transfer, job title changes and increase letters
  • Update termination listing once resignation letters have been received
  • Typing long service awards letters
  • Generating long service awards letters
  • Have the long service certificates and letters signed by MD
  • Organise the framing of the long service awards diplomas
  • Drafting of all contracts of employment
  • Ensure that all these documents are completed and signed by staff and relevant managers and are returned to HR
  • Complete legislative forms:  UIF UI19 Forms

 

  1. 7.   Payroll Administration
  • Ensure all NBCRFI leave forms are received and processed on VIP every month
  • Ensure that the NBCRFI staff leave days schedule is updated and managed monthly
  • Ensure that the NBCRFI staff leave is submitted on the NBCRFI website and managed monthly
  • Calculate overtime and night shift allowance each month for all staff and process on the payroll
  • Check overtime schedules for outstanding leave and send this information to the Receptionist for her to follow up on all outstanding leave
  • Assist Payroll Manager by loading new employees on VIP with copies of relevant paperwork
  • Assist Payroll Manager with any projects
  • Assist employees with loan applications

 

8. Ad Hoc

  • Assist the HR Manager in all relevant aspects in her day-to-day activities
  • Work / Study Permit facilitation
  • Oversee Workman’s Compensation: Facilitating Injury on Duties
  • Oversee and assist with Health and Safety Management
  • Set up and attend Staff / Management Meetings once a month
    • Management of all HR Admin related documentation
    • Check fixed term contracts monthly
      • Assist with employee wellness day and any other projects when required
      • Receive training from Payroll Manager on payroll and processing
      • Telephonic confirmation of employment
      • Submitting loan applications, the external provider and reporting

 

Education & Work Experience Requirements / Skills

Knowledge & Experience

  • HR diploma / HR degree
  • A minimum of 3-4 years working experience within the HR field
  • Payroll processing experience
  • Advanced knowledge of MS Office
