SUMMARY:
Department of Science and Innovation is looking for a Deputy Director for Astronomy Management Authority in PTA (travel to N Cape). Min of 3 years exp at Assistant Director/Middle Manager level in radio communications / astronomy mgmt & an NQF 6 qualification in Engineering, Law, Technology or Science. 1 year contract - great salary.

POSITION INFO:

Our client - the Department of Science and Innovation is looking for a Deputy Director of this portfolio to ensure the protection and management of the declared Astronomy Advantage Areas, in terms of the Astronomy Geographic Advantage Act No.21 of 2007 (AGA Act).  Specifically for the successful performance of the Square Kilometre Array (SKA) and the Southern African Large Telescope (SALT). The incumbent will ensure that Light emission, Electrical Emission and Radio transmission within the Declared area
does not exceed the prescribed interference level at the specified radio telescope or optical telescope facility.

JOB SCOPE

1. Management of the declared radio and optical Astronomy Advantage Areas:
a) Develop and maintain a permanent register of all the affected and interested parties of the declared Astronomy Advantage
Areas.
b) Develop the declaration of certain areas in the Northern
Cape as the core, central & coordinated radio and optical
Astronomy Advantage Areas.
c) Facilitate the publication of the declaration of certain areas of the Northern Cape as the core, central and coordinated radio and optical Astronomy Advantage Areas.
d) Develop the declaration for the assignment of the Management Authority for the declared Astronomy Advantage Areas in terms of the AGA Act.
e) Facilitate the process of developing and reviewing regulations
on the protection of the declared Astronomy Advantage Areas in terms of the Astronomy Geographic Advantage Act No.21

2. Protection of the declared Astronomy Advantage Areas from detrimental optical and radio interferences:
a) Verify and confirm the radio frequency interferences and power levels that are produced by a signal transmitted from any radio station within the declared radio Astronomy Advantage Areas as produced by the technical team.
b) Review regulations of the compliance assessment reports, and permitting conditions, in accordance with regulations for the protection of astronomy advantage areas declared in terms of the Astronomy Geographic Advantage Act
c) Follow spectrum policy and regulatory publications at local and international level, and provide strategic response to ensure the protection of radio astronomy.
d) Monitor and evaluate compliance with the AGA Act and regulations by allocated permit holders.
e) Develop and keep up to date the register for all permit applications in the Northern Cape (approved and declined
f) Provide technical content required for the development of the regulations on the protection of the declared Sutherland Astronomy Advantage Areas and Karoo Astronomy Advantage Areas

3. Management of standards and threshold levels for authorisations and prohibitions relating to the radio frequency interference management:

a) Verify technical report based on the technical analysis produced by the technical team and make recommendations for approval
b) Monitor that Permit holders continue to comply with the Permit conditions
c) Contribute to the resolution of none compliance is resolved
d) Facilitate the implementation of the approved recommendations.

4. Stakeholder management and relations:

a) Constant engagement with interested and affected parties of the declared Astronomy Advantage Areas.
b) Promote awareness to ensure that interested and affected  stakeholders to understand the legislation and the regulations
c) Work with the National Treasury in getting the concurrence of the Minister of Finance on regulations to be made for the declared Astronomy Advantage Areas in terms of the AGA Act on procedures for possible financial compensation claims.
d) Facilitate implementation of MoUs, engaging and interaction with different stakeholders, such as ICASA, the ITU, the DTPS, Defence Force etc
e) Work with ICASA to get their concurrence on regulations to be made for the protection of declared Astronomy Advantage Areas in terms AGA Act.
f) Facilitate relations with the radio communication network  operators and the institutions that affect optical astronomy
Astronomy Advantage Areas.
