Capacity Building Coordinator (4 Years Fixed Term Contract)

SUMMARY:
The Coordinator will be required to work closely with the DDM District Hub team and local government partners and stakeholders to ensure the effective roll out of capacity building support initiatives, drive strategic client conversations and participate in cross-functional collaboration with clients and partners to ensure successful delivery.

JOB DESCRIPTION

1. Responsible for consolidating and strategically coordinating capacity building initiatives and support programmes offered at district level across the different municipal functional areas, i.e. financial management, institutional development, governance, infrastructure delivery, development planning, local economic development, etc.
2. Accountable for working with the District Hub Team, municipalities and local government partners and stakeholders to implement capacity building support initiatives and programmes as directed by the District Hub manager.  
3. Develop and implement a comprehensive capacity building plan for local government in the district based on capacity assessments conducted.
4. Audit of all capacity building support services and programmes offered in the district by various government entities, partners and service providers.
5. Matching identified capacity support needs of municipalities with available programmes and services offered and address any gaps.
6. Coordinate the delivery of standardised and customised capacity building and change management programmes to ensure the successful implementation of support initiatives.

JOB REQUIREMENTS

Qualifications & Experience

1. Relevant B degree, preferably in Social Sciences Human Resource Management, Institutional Development or related field.
2. Related skills development and training qualification will be an added advantage.
3. At least 7-10 years’ experience in leading and coordinating the implementation of public sector training and capacity development programmes.
4. A minimum of 7-10 years’ work experience-across multiple areas of government. 
5. Sound knowledge of government planning, governance, service delivery and financial management processes.
6. Good understanding of the public sector skills development and training landscape.
7. Deep knowledge of the complex regulatory environments of municipalities and other government entities in South Africa. 
8. Proven exceptional written and verbal communication skills. 
9. Experience in building collaborative relationships with internal and external stakeholders. 
10. Proven ability to work well under pressure in a proactive, agile project-based environment.
11. Extensive experience in working with Microsoft Office (Word, Excel, PowerPoint and MS Projects)
